Google Play suspended my app and terminated account

Hi everyone,
A few months ago, my team had cooperated with partner to run CPI
Our partner has uploaded our game on google play many times with different names, then our game had been added to blacklist

Now, we have not cooperate with partner for upload the game on the google play, we do it ourselves. However, our game will be suspended or terminated account when there are 5 -10 downloads. Our IP company also be added to blacklist
could you please share to me solution for this case?

What I did is:
- new credit card
- new Google Checkout account with new gmail
- new workspace
- new keystore
- new icons
- new skin, image in game
- new ssn
- new IP ( I use VPS and 3G)
- new phone number verified

I don't know what mistakes?
