Can This LG Be Fixed? Booting Error

Hello again ... I have a LG smart phone that was given to me by a friend. I know absolutely nothing about it... according to what I see on the inside of the phone is model: VM720 and it uses a BL-59JH LG battery. I am not getting any activity only an message about a source booting error ... cause: boot certification verify.

Any idea how I can correct this or can it be corrected. Thank you for reading my post.
